The Capital Planning Group orchestrates the pre-construction
planning and programming phases of the Major Capital Programs
Process and coordinates all university space management
activities.
The Major Capital Programs Process is the planning and
implementation of the university’s physical development
program which coordinates a wide variety of UB capital development
initiatives brought forward by campus sponsors and constituencies.
It is designed to assure the highest quality development consistent
with the Master Plan Vision and Guiding Principles. A major capital
project is defined as a project over $1 million. Units that wish to
propose a major capital project should complete a Project Initiation Request.
Additionally, the Capital Planning Group accepts proposals for
rehab and renovation projects needed throughout the university.
Units that wish to propose a rehab should complete a Small Scale Capital (Rehab) Request.
On the planning, programming, budgeting, design and construction
of both major capital projects and rehab projects, the Capital
Planning Group works closely with Facilities Planning and Design. Refer to the
Project Delivery Process-Small Project and the Major Capital
Programs Process for more information.
Any endeavors that require additional space should be addressed
first within a department’s current space allocation, then
within the school or unit. If space cannot be identified, units may
request assistance from the Capital Planning Group using
the Space Request Form. A demonstration of
effective utilization of space currently assigned to the unit will
be required when requesting additional space.
The Space
Management Principles and Processes document provides the
campus standards for space utilization to assist in the
determination of the adequacy of current space to meet the current
needs of the unit.
This Phase
V Report summarizes the Final Recommended Plan for the 2013-2023
Facilities Master Plan (FMP) for the University at Buffalo. It
builds on the findings of the previous four phases of study and
expresses in physical form the campus’s desired academic and
strategic mission.
